The Highway 101 carpool-lane segment through Montecito is scheduled to finish by the end of 2026, and that headline is accurate. The change Montecito drivers feel most each day is a different matter. That is the temporary stoplight at Coast Village Road and Hermosillo, along with the closed northbound Cabrillo Boulevard off-ramp that sends traffic to it. The southbound Cabrillo off-ramp is closed too, with drivers sent to Spring/Olive Mill Road instead. All of it belongs to a separate rebuild at the Cabrillo interchange, and the official schedule keeps those ramps closed until summer 2028. When the cones come off between Romero Creek and Olive Mill, the Coast Village Road pattern stays as it is.
The Montecito segment adds a peak-period carpool lane in each direction from the Romero Creek Bridge north to Olive Mill Road. It also brings new on- and off-ramps, auxiliary merge lanes between San Ysidro and Olive Mill, and new bridges over Romero, San Ysidro and Oak creeks. Construction started in mid-June 2023.
Most of the visible milestones are already done. The Olive Mill roundabout and the San Ysidro roundabout opened and were landscaped by May 2024. According to SBCAG, both have pedestrian crosswalks with center medians. Cyclists can take the lane, or walk their bikes on the sidewalks and crosswalks. On June 13, 2026, the new southbound lanes and ramps opened. The southbound Cabrillo off-ramp closed the same day, and a temporary stop sign went up at Olive Mill and Spring roads, as Edhat reported.
What remains in Montecito is finish work, and it happens at night. SBRoads' construction update for October 11 to 24 said crews would pull the K-rail barriers and start grinding the pavement in mid-October, weather permitting. SBRoads warned that the grinding is done overnight and "will be noisy." On the night of October 11 and on the nights of October 12 through 15, northbound traffic from Evans Avenue to Olive Mill Road and southbound traffic from Milpas Street to Sheffield Drive were cut to one lane. Ramps at Sheffield, San Ysidro, Olive Mill and Posilipo Lane were also scheduled to close on specific nights.
The end date is a schedule. In an SBCAG report cited by the Santa Barbara News-Press, the overall Montecito segment "is scheduled to be completed by the end of 2026, weather permitting." Landscaping continues into 2027. The same News-Press story reported that the concrete batch plant and rock-crushing facility on the southbound side of the highway will close and be removed as the current project winds down.
The stoplight at Coast Village Road and Hermosillo has nothing to do with the Montecito segment. Siteline explained in April that the signals are temporary and will stay "for the duration of the Cabrillo/Highway 101 interchange reconstruction." The light depends on that project's timeline, and Montecito's schedule does not move it.
The sequence went like this. KEYT reported that the signal flashed red for about a week before switching to a normal cycle. Around the same time, the northbound Cabrillo exit, which the station called "a main exit for those heading to the beach," closed. Northbound drivers now leave the freeway at Hermosillo, a shorter ramp that comes out on Coast Village Road west of Butterfly Lane and Coast Village Circle. A crosswalk was added there, and a pedestrian push-button was expected to follow. KEYT also reported that the Coast Village Association had not known about the installation in advance and was gathering information for its members.
The backups appeared quickly. In the same KEYT story, a regular driver described Friday mornings during the farmers market:
"It was backed up quite a bit yeah. I would say it was backed up to the roundabout and the roundabout was slowed down as well."
By July, the complaints covered a wider area. The Montecito Journal printed a statement from the Montecito Community Connect Group. The group said the gridlock from the new signal "extends the full length of Montecito from Sheffield past the tennis courts approaching Salinas and up and along Hot Springs, up San Ysidro and on to East Valley Road." The same column reported spillover in Summerland along Lillie Avenue from the Padaro and Evans Avenue exits, and said the Summerland Citizens Association had held a meeting with Supervisor Roy Lee.
None of the project sources gives a removal date for the signal. It will come down when the Cabrillo work allows it, so the timing depends on what is happening at Cabrillo.
SBCAG executive director Marjorie Kirn told KEYT in October that the work around Hot Springs Road and Cabrillo Boulevard needs roughly another year to rebuild the carpool lanes and ramps:
"The last segment is the most difficult. So much has changed and yes we are redoing the entire freeway there, we're moving the interchange and the ramps from the inside and outside (at Cabrillo) so it is a total redo. You aren't going to recognize it for a few years."
The plan for this segment, known as Santa Barbara North and running from Hermosillo Road to Salinas Street, includes the following:
Noozhawk located the new roundabout next to Old Coast Highway, near Montecito Country Club. In mid-October, crews were grading and installing drainage for the new roadway. They were also driving piles and building columns for the Cabrillo Boulevard undercrossing, with no traffic control expected over the next few weeks. Next door in the Santa Barbara South segment, between Olive Mill and Hermosillo roads, concrete paving is finished and the center-median barrier is next.
The two schedules overlap but end at different times.
| Piece of the project | Status as of late October 2026 | Scheduled finish |
|---|---|---|
| Olive Mill and San Ysidro roundabouts | Open | Finished May 2024 |
| Montecito southbound lanes and ramps | Open since June 13, 2026 | Done |
| Montecito segment, Romero Creek to Olive Mill | Overnight grinding and barrier removal | End of 2026, weather permitting |
| Montecito landscaping | Ongoing | Into 2027 |
| Cabrillo Blvd off-ramps, both directions | Closed | Summer 2028 |
| Coast Village Road and Hermosillo signal | Operating | Tied to the Cabrillo rebuild; no published date |
| All new corridor lanes open | Under construction | December 2028 |
The last row comes from Fred Luna, SBCAG's director of project delivery and construction. He told the News-Press that the final phase is "on schedule" for all new lanes to open in December 2028, and that some off-traffic work and landscaping could continue after that.
The posted detours will probably be the routine for the next year and a half. Northbound drivers who want Cabrillo Boulevard exit at Hermosillo Road. Southbound drivers use the Spring/Olive Mill Road off-ramp, which opened in June. Flaggers may direct traffic on South Jameson Lane while safety barriers go in. Through the construction zone, the speed limit stays at 55 mph.
When ramps close overnight, SBRoads says it will not close consecutive ramps in the same direction at the same time unless noted, so drivers always have the ramp before or after. The SBRoads construction page posts closures by date range and also carries live project cameras.
There is one more project to watch at the west end. The City of Santa Barbara plans to replace the narrow railroad bridge on East Cabrillo with a wider structure. The new bridge would have shoulders and pedestrian and bicycle facilities linking toward the Andree Clark Bird Refuge, the Beachway, Chase Palm Park and the Coast Village commercial area. It would also add an eastbound right-turn lane for the new southbound freeway on-ramp. The City's project page says construction is expected to start in 2027. A separate SBRoads page lists the railroad undercrossing work for 2028, so the start date may still change. It is a separate project from the East Cabrillo and Los Patos roundabout, which the City finished in May 2025.
The Montecito Association says it follows the 101 work, including traffic management and pedestrian and bike safety, and stays in contact with SBCAG and Caltrans. For anyone who wants a say in how the Cabrillo end turns out, the Association is the local group already engaged with the agencies.
A freeway project that runs past 2028 also affects the timing of a sale and how a property near Coast Village Road shows. If you are weighing either, J Finley Group can walk you through how the construction calendar may affect your plans. Request a Confidential Consultation.
