Goleta Is Building Thousands of Homes. Why Are So Few of Them for Sale?

Close view of a pale stucco home's oak entry door, bronze-framed window and clay-tile roof above a concrete walk and sandstone-edged planting bed.

Count the units in Goleta's housing pipeline by who will own them, and the picture changes. Between the City of Goleta and the unincorporated Eastern Goleta Valley next door, the projects we could verify add up to roughly 1,885 rental apartments. The for-sale homes come to about 161. That works out to more than eleven rental units for every home a buyer could close on.

For anyone comparing Goleta with Santa Barbara or Carpinteria, that ratio shapes what new construction can offer. Cranes along Hollister Avenue will bring new neighbors, new traffic at the coffee counter and new demand for local services. They will add very little to the resale and new-construction choices a buyer has today.

The Pipeline, Sorted by Who Holds the Deed

Here are the identified projects grouped by tenure, using the most recent status we could find for each.

The three largest rental projects alone account for 1,805 units. San Marcos Ranch is a partnership of Presidio Capital Partners, the County Housing Authority and The Pacific Companies. When Noozhawk reported on the project in December 2025, the affordable apartments were expected to take tenants by late 2027. Heritage Ridge, a Red Tail Multifamily Land Development and Housing Authority project, was described at its groundbreaking as roughly a year and a half from completion, according to the Santa Barbara Independent. We found no newer news report on construction progress at either project. The San Marcos Ranch project site, which is undated, says the market-rate portion is in plan check, with construction projected to start in Q2 2027 and first occupancy in late 2028. Treat all of these dates as projections.

A few counts also differ between sources. A November 2025 County notice listed 20 moderate-income units in the Tatum plan, while the Independent's June 2026 reporting says 26. The City of Goleta's Heritage Ridge page lists 102 affordable units plus two manager units, compared with the 104 affordable units reported at the groundbreaking. Neither difference changes the overall shape of the pipeline.

Why the Rules Favor Rentals

The imbalance follows from how California housing law has played out locally over the past few years. Every eight years, each city and county has to make room for an assigned number of homes. To meet that target, Goleta rezoned about a dozen properties, and Santa Barbara County rezoned more than twice as many. Both relied on a "programmatic" environmental review covering all the affected sites in 2023 and 2024.

The Independent reported that this programmatic review meant individual projects on those sites no longer needed their own environmental impact report, except for health or safety reasons. The rezoning work also delayed the city's housing plan, which opened the door to the builder's remedy, a state provision that limits local planning control in exchange for income-restricted housing. Councilmember Stuart Kasdin told the Independent he felt "terrible that what I told the public was wrong" during the rezone process.

Those tools reward a particular kind of project. A large apartment community can pair market-rate units with deed-restricted ones, bring in a public partner like the Housing Authority or a school district, and use density bonuses and streamlined review to make the numbers work. The Eastern Goleta Valley projects show this clearly. The County's record on the Tatum site describes a ministerial, use-by-right process. The Red Tail workforce housing sits on land leased from the Santa Barbara Unified School District, and 97 of its units are prioritized for district staff.

For-sale housing gets far less help from these structures. When it does appear, it comes in small batches.

The 161 Homes a Buyer Could Actually Own

The for-sale side of the pipeline comes down to two developers and three sites.

  1. Shelby, 7400 Cathedral Oaks Road. The Shelby Family Partnership plans 56 single-family homes about a quarter mile from the Glen Annie and Cathedral Oaks intersection. It is a builder's remedy project, and its 11 deed-restricted homes earned it density, waivers and concessions. The City Council gave it unanimous final approval in March 2026, Noozhawk reported. We found no published construction or delivery date.
  2. 7360 Hollister Avenue. City Ventures has proposed 59 attached condominium townhomes, with three very-low-income units and an in-lieu fee covering the rest of its inclusionary obligation. The City of Goleta's project page listed a Planning Commission hearing for August 24, 2026. We could not verify the outcome.
  3. 5955 Calle Real. City Ventures' second Goleta proposal calls for 44 townhomes and two live-work units, with two homes deed-restricted for very-low-income households, the Santa Barbara Independent reported. The city's notice says the plan uses state density-bonus provisions and an AB 130 statutory exemption from CEQA review, and it set a Planning Commission hearing for the evening of October 12, 2026.

Both City Ventures projects are filed as condominium subdivisions, which is the legal structure for selling units individually. We have not found a sales launch, interest list or published pricing for either one. Until those projects clear their hearings and begin construction, a buyer looking for something new in Goleta is mostly choosing among resale homes.

What Resale Inventory Shows

Goleta's resale market was already tight before any of these projects broke ground. Fidelity National Title's report of County Recorder data shows 41 Goleta residential sales in August 2026. That included 33 House/PUD sales at a $1,625,000 median and 8 condominium sales at a $1,042,000 median. Condo closings fell by half from July 2026, when there were 16. The least expensive Goleta sale that August was a $735,000 condo on Moreton Bay Lane. The most expensive was a $4.2 million oceanfront house on Via Los Padres.

Supply was thin as well. One local analysis of the same period put Goleta House/PUD supply at 1.7 months as of September 1, 2026. A separate MLS snapshot through August 31, 2026 counted 35 sales at a $1.7 million median, 1% lower than a year earlier, with 46 active listings, 20 homes in escrow and about 1.3 months of inventory. The two sources use different methods, so their figures should be read separately, not combined. Either way, Goleta had less than two months of supply at summer's end.

The condo segment is where the pipeline would matter most. Across the South Coast, the August 2026 condo median rose 37% year over year to $1,210,000, while the House/PUD median slipped 4% to $2,150,000. Attached homes are the category that City Ventures' 105 proposed condominium homes would add to. They are also the category where Goleta closed only eight sales in August.

How This Plays Out for a Buyer

New rental communities will change the area around Hollister Avenue, Calle Real and the San Marcos corridor. They add households that rent, workers who live close to their jobs, and residents in supportive and workforce units. All of that affects local services and street life. None of it adds a listing to the MLS.

That shapes the comparison with other South Coast areas. A buyer weighing Goleta against Santa Barbara is choosing between two resale markets, and Goleta's pipeline will not change that over the next few years. The only realistic new-construction entry points are the two City Ventures townhome projects and the Shelby homes. The City Ventures projects still depend on hearing outcomes, and none of the three has a published construction schedule. Tracking those City of Goleta project pages is the most direct way to see when for-sale supply might actually arrive.

Questions Buyers Ask About Goleta's New Housing

Is Glen Annie part of the for-sale pipeline?

Not yet in any countable form. The Independent has described 800 to 1,000 homes slated for the Glen Annie Golf Club site in the county, and the school district has described a separate 7.7-acre offer that could hold roughly 200 to 300 homes. The developer, tenure and current application status are unclear, so we left Glen Annie out of both totals.

Will the deed-restricted homes at Shelby be sold like market-rate homes?

Noozhawk reported that the 11 deed-restricted Shelby homes are split among specific income categories: four extremely-low, one lower, three moderate and three above-moderate. The reporting we found does not describe how or when those homes will be offered.

Does Patterson Point count toward Goleta's rental total?

Yes. It opened in September 2026 at 80 N. Patterson Ave. with 24 studios, including a manager unit, for formerly homeless residents who pay 30% of their income toward rent.
